Our Story
Because of our commitment to education, training and the highest standards of integrity, Clark Land has grown to a firm of over 80 employees across the western and southwestern United States.
Our Timeline
Clark Land successfully navigated major transitions to remote working and continues work, without interruption, to our clients. And Clark Land remains a very stable company with our staff numbers still in the mid-60’s and acquiring more contracts for right of way services.
Clark Land’s work with utilities and municipal agencies grows and we hire another 9 people to reach 65 employees.
Clark Land wins numerous On-Call contracts and obtains more project work with both the gas and electric utilities, as well as municipal agencies. Our team blooms to 56 team members.
Clark Land begins work on the City of San Diego’s, PURE Water Project providing right of way, appraisal, and relocation services. Our staff grows to 45 professionals.
Clark Land opens an office in Clovis, California with 2 additional employees who provide services to both gas and electric utilities. The company again, overall grows 40 employees.
Clark Land opens an office in Temple, Texas and adds 2 more employees to provide right of way services in Central Texas. The company, overall grows to 30 employees.
Clark Land Grows to 14 employees and wins Small Employer of the Year Award from San Diego Chapter of International Right of Way Association.
With 3 employees, Clark Land embarks on providing encroachment services for electric facilities and right of way services for natural gas pipeline projects.

Clark Land was established in late 2012 with two employees − the owners Linda and Fred Clark. Linda is a certified Right of Way Professional (RWP) and Fred is a certified Senior Right of Way Agent (SR/WA) through the International Right of Way Association (IRWA). Combined they have over 40 years of experience in the right of way industry serving both public sector and private utility clients. Linda and Fred started Clark Land with the intention of growing up a new generation of professionals trained in the ethical practices of right of way. Clark Land was then considered and approved as a certified woman-business enterprise (WBE) by California Public Utilities Commission (CPUC) and later on was approved for certification as a Small Business (SB) by the California Dept. of General Services.
In 2013, four more employees were hired to provide real estate support services for SoCalGas and San Diego Gas & Electric. As we grew, the Clark Team members have been hired for their experience in providing real estate support services − in Southern California − to public sector clients such as Caltrans, County of San Diego, City of San Diego, San Diego County Water Authority, Carlsbad Municipal Water District, City of Carlsbad, Elsinore Valley Municipal Water District, Rainbow Water District, Lakeside Water District, Otay Water District, Helix Water District, Vallecitos Water District, Army Corps of Engineers, and SANDAG.
Clark Land won the 2014 Small Company of the Year Award, from the San Diego Chapter of the International Right of Way Association and, was nominated for the 2015 national award because of our commitment to educating and training our staff. Clark Land won the 2021 Small Company of the Year Award, from the San Diego Chapter of the International Right of Way Association, once again.
In the past 5 years, over 35 certifications and/or licenses were obtained by Clark Land staff from the IRWA and the State of California.
Texas (Southwest)
Clark Land was established in late 2012 with two employees − the owners Linda and Fred Clark. Clark Land was then considered and approved as a certified emerging small business enterprise (ESBE), a small business enterprise (SBE) and woman-business enterprise (WBE) by the South-Central Texas Regional Certification Agency.
In 2015 Clark Land opened its first Texas office and brought on two additional right of way agents. The Clark Land team members were hired for their experience in Texas real estate support. Their expertise includes a vast array of duties, in both the public and private sector, including: records research, appraisal coordination, landowner negotiation, utility coordination, eminent domain and pre-condemnation all while maintaining a relationship with the client and promoting the integrity and efficiency of the project.
