Linda L. Clark, RWP
Linda L. Clark, RWPPresident & General Manager
Linda has over 40 years of business management experience and provides Contract Administration Services in support of right of way and land management projects for Clark Land. She is a certified Right of Way Professional by the International Right of Way Association and she is integrally involved in every project performed by Clark Land. Linda is a member of the Right of Way Consultant’s Council which is an organization of right of way consulting firms that adhere to a higher standard of ethics and integrity in performing right of way and land management services.
Fred W. Clark, Sr., SR/WA
Fred W. Clark, Sr., SR/WAVice President & Operations Manager
Fred has over 40 years of experience working in both public service and the private utility sector. He has acquired hundreds of partial takings and several fee takings and has overseen a variety of right of way projects. He is an active member of the International Right of Way Association as a Pipeline Committee Member and as a Course Instructor. He is an active member of the American Water Works Association and serves on its Asset Management Committee. Fred has certificates in Grade II Water Treatment and Grade II Water Distribution and holds a Real Estate Salesperson License.

Alexandria Clark-Quiñones, RWPMarketing Coordinator
Regional Manager, Texas
Alexandria has over 11 years of experience in office administration and management as well as customer service, and public relations. She coordinates and develops process flow and communication protocols for operations staff. A documentation specialist, Alexandria developed database tools used on every Clark Land project. As needed, she provides fieldwork physically inspecting projects. She is a Notary Public commissioned in the State of Texas and is a member of the International Right of Way Association (IRWA).
Rodney Lubojasky, P.E.
Rodney Lubojasky, P.E.Senior Right of Way Agent
Rodney has over 20 years of experience as a registered civil engineer. He has provided engineering support for municipal agencies, private land owners and land developers on projects of all sizes. His experience with both public and private entities brings extensive insight to the project needs and requirements of all stakeholders. Rodney has specific experience with Right of Way Management services to municipal and utility agencies, and project management for municipal CIP projects. He supported private developers during the development process and advised them through the due-diligence and entitlement process allowing for the successful development of their properties.
Larry O'Neil, SR/WA
Larry O'Neil, SR/WASenior Right of Way Agent
Larry has over 28 years of supervisory experience with the City of Austin, Texas’ Real Estate Division. He has over 6 years of experience with the Lower Colorado River Authority’s (LCRA) Water Services Division. Larry’s career includes working for the City of Austin as a Supervising Property Agent, a Leasing Management Agent and Manager of the Real Estate Division. Larry served as a Supervisor of the Real Estate Services Section at the Lower Colorado River Authority. As a consultant, Larry has contracted for acquisition services on various utility projects within Central Texas. He is a Notary Public commission in the State of Texas.

Senior Right of Way Agent
Donna has over 20 years of land acquisition and project management experience. She has worked on pipeline and transmission projects across the country and has extensive experience working with utility agencies, gas companies, and public agencies. Her Texas experience includes the Longhorn Pipeline and projects for Magellan and El Paso.
Cody Ragsdale, RWA
Cody Ragsdale, RWAAssistant Operations Manager
Senior Right of Way Agent
Cody has over 15 years of extensive right of way, survey, operational, and construction management experience to provide optimal right of way consulting. His duties have included project management, research, easement interpretation, map and legal description development, land surveying, negotiations, easements and processing for condemnation. He has also worked for both public and private agencies and utilities on large diameter pipeline projects extending over 160 miles. Cody is a member of the TXOGA.
