Linda L. Clark, RWP
Linda L. Clark, RWPPresident & General Manager
Linda has over 40 years of business management experience and provides Contract Administration Services in support of right of way and land management projects for Clark Land. She is a certified Right of Way Professional by the International Right of Way Association and she is integrally involved in every project performed by Clark Land. Linda is a member of the Right of Way Consultant’s Council which is an organization of right of way consulting firms that adhere to a higher standard of ethics and integrity in performing right of way and land management services.
Fred W. Clark, Sr., SR/WA
Fred W. Clark, Sr., SR/WAVice President & Operations Manager
Fred has over 40 years of experience working in both public service and the private utility sector. He has acquired hundreds of partial takings and several fee takings and has overseen a variety of right of way projects. He is an active member of the International Right of Way Association as a Pipeline Committee Member and as a Course Instructor. He is an active member of the American Water Works Association and serves on its Asset Management Committee. Fred has certificates in Grade II Water Treatment and Grade II Water Distribution and holds a Real Estate Salesperson License.

Project Director
Sue has over 25 years of experience working for right of way and engineering consulting firms. Her recent experiences include providing right of way consulting services on a number of pipeline projects in San Diego County. Sue is responsible for overseeing the project teams for Clark Land. She is an active member of the International Right of Way Association, Right of Way Consultants’ Council, American Public Works Association, and has been active in the American Water Works Association. Sue holds a California Real Estate Salesperson license.
Julie Blackman, P.E.
Julie Blackman, P.E.Project Manager
Julie is bilingual and has over 14 years of engineering and right of way experience. Julie has managed large acquisition projects for SDG&E and was responsible for a variety of plan review and right of way services for the Water Authority in San Diego County. Julie is an active member of the International Right of Way Association.

Tom has over 35 years of right of way experience working in both the public and private sectors for employers and clients such as SDG&E, NV Energy, Golden State Water Company, Exxon Coal & Mineral Company, Chevron Pipe Line Company, the Cities of San Diego, Long Beach, Los Angeles and Victorville, Alameda Corridor Construction Authority (ACE) and Union Pacific Railroad.
Kirk Van Heusen, RWP

Project Manager
Kirk has over 25 years of experience worldwide working on pipeline, power line, wireless telecommunication, solar, wind, and other major utility construction projects. His right of way experience includes acquisition, permitting, title work, insurance and document control necessary to construct any size project. Kirk’s project experience includes feasibility studies, cost analysis, land values and damages, and he has assisted in route planning and facility locations. Kirk holds a California Real Estate Salesperson License and is an active member of the International Right of Way Association.
Pam Parr
Pam ParrSenior Right of Way Agent
Pam has over 25 years of right of way experience working in right of way acquisition and commercial property management. Prior to joining Clark Land, Pam’s experience includes acquiring property for the California High Speed Rail Project in the Central Valley, working as a Project Manager for the City of Fresno acquiring property for public works projects and overseeing City-owned buildings and properties; as well as managing over 4.5 million square feet of commercial and industrial properties for a private developer. Pam is a Notary Public, holds a California Real Estate Salesperson license, and is an active member of the International Right of Way Association and Women in Transportation.
Jenny Martinez, RWA
Jenny Martinez, RWASenior Title Specialist
Jenny has over 26 years of experience in the Title Insurance Industry providing property research of recorded county documents, property characteristics, processing sales comparables, and abstracting Preliminary Title Reports for clients. She is proficient in various property information software such as Dataquick, DataSolutions, Datatree, and DataTrace. Additionally, she has over 3 years of experience in research of easements. Jenny uses her title experience to research property rights for a variety of different projects. She uses utility and municipal records, GIS Data and record vaults to generate the legal history of properties. She is an active member of the International Right of Way Association.
Mike Flanagan, SR/WA, R/W-NAC

Project Manager
Mike has over 25 years of experience in the Right of Way Industry. His extensive experience includes over 15 years working with the County of San Diego acquiring fee, easement, temporary construction and other property rights for construction of roads, bridges, county libraries, sheriff substations, County health facilities, as well as large acreages for Parks & Recreation or mitigation. Mike currently serves as project manager on the City of San Diego’s Pure Water Project where Clark Land is providing acquisition and relocation services. Mike holds a California Real Estate Salesperson license and is Vice Chair of Region One of the International Right of Way Association.
Nick Tabor
Nick TaborSenior Right of Way Agent
Nick has over 15 years of experience in the Right of Way Industry. His extensive experience includes construction permit and planning, routing and easement acquisitions for pipeline projects. Nick has acquired fee acquisitions and provided relocation for the Los Angeles Unified School District. He provided property management services and facilitated condemnation procedures for the Los Angeles County Sanitation District/Lancaster Reclamation Plant Development. Currently, Nick provides right of way and encroachment services for Clark Land’s Client SDG&E’s Land Management and Land Services Departments. Nick holds a California Real Estate Salesperson license and is an active member of the International Right of Way Association.
